Forest Service Planning Rule PDF

Following is a quick analysis of the Forest Service’s final planning rule, which was released on March 23.  The planning rule establishes a new regulatory framework for updating the Forest Service’s land and resource management plans required for each national forest by the National Forest Management Act of 1976 (NFMA).   This analysis focuses on changes between the final rule and the draft rule that was published on February 14, 2011, along with a few changes that were made to clarify the final rule during the two months following release of the final EIS.
