Memo to BLM regarding draft mitigation and monitoring and adaptive management frameworks

On April 20 2012, the BLM released four new documents to support the solar energy program and the Solar Programmatic Environmental Impact Statement (PEIS). These documents outline a framework for developing an adaptive management and monitoring plan for development areas, a framework for regional mitigation plans for solar energy zones (SEZs), programmatic design features to mitigate the impacts of development in specific SEZs, and a description of Class II sample surveys for cultural resources that BLM has hired a contractor to complete in the SEZs in Arizona, California and Nevada. 

Based on our review, it appears that the mitigation and monitoring and adaptive management frameworks contain many of the elements needed for a successful program and have incorporated recommendations from numerous diverse stakeholders. This memo includes our recommendations to the BLM to refine the documents.
