These scoping comments were submitted on behalf of The Wilderness Society, Defenders of Wildlife, and Natural Resources Defense Council on November 15, 2010. The proposed Southern Owens Valley Solar Ranch would be located in southern California, on land owned by the City of Los Angeles.
