The final pieces are being set into place to preserve Fort Monroe's rich history. But the most important component - an executive order by President Barack Obama - is still somewhere on the horizon...

Obama is expected to invoke the Antiquities Act - a 105-year-old law that authorizes presidents to declare federally owned "objects of historic or scientific interest" - as national monuments. The wisest course, we believe, would be to declare all 565 acres a monument, then proceed with refining the state and national agreement.
