Comments on California's Mandatory Reporting Rule for biomass greenhouse gas emissions

On August 9, 2011, a group of environmental organizations, including The Wilderness Society, provided comments (see below) to the California Air Resources Board (CARB) on proposed revisions to the Regulation for the Mandatory Reporting of Greenhouse Gas Emissions (MRR).

Although the California cap-and-trade regulation does not include bioenergy emissions under the cap, facilities utilizing biomass are subject to reporting requirements pursuant to the MRR. TWS joined fellow environmental groups in urging ARB to enhance the proposed reporting requirements to capture data streams that would allow better tracking of impacts to landscapes providing biomass feedstocks. ARB is still designing an adaptive management program to mitigate any impacts on forest lands caused by the California cap-and-trade program, and the data collected pursuant to the MRR will inform the adaptive management program. TWS looks forward to continued engagement in the development of California’s climate policies.
